Pissing off the talent (and fans?) in general. My guess is that Bischoff SENT Brock & Paul to Steph to "negotiate" to come to Smackdown. Bischoff SENT Brock to Smackdown to do some damage and screw with Stephanie's product and talent in general. That's my idea. It's iffy, but if you read the spoilers, it makes sense. Brock & Paul were probably the ones in the limo with Eric at the end of the night.

RAW already took Benoit from Smackdown and Smackdown didn't get anyone in return, I don't think RAW would also take HHH and keep Brock.

Make Steph paranoid until she snaps at anybody she thinks is gonna go to Raw, making the 'talent' unhappy with being under her managment and making them want to go to Raw. All simply by not doing anything. No, they'll do something dumb probably
