Or, maybe it means that there are boards that fall under that category that you can't see on the main board page, and the colors probably tell whether there are new posts or not.

It's probably like the indicator people use on their webpages to tell others if they're on ICQ or not... It's green when they're on, red when they're off, and X'ed through when they've disabled the indicator. Except this one tells if there's new posts. Certain color for no, certain color for yes, and the X'ed one probably means we're not good enough to get an indicator.

 

Probably an admin option when they made the board for us to enable or disable the indicator.
