Why does wwf still let lawler wrestler indy shows?

All the dudes with indy roots do it.

If you're not over book, and some indy promtor asks a personal favour to you, or through the WWF, you go and wrestle there, cuz you know your roots, and you just gotta do things like that.

You don't make much as in a WWF ring, but some people like it.

I'm sure Foley did it lots beofre he really hit it big in the WWF (after moving into the big boys though)

Alot of Wrestlers do this(Like the Pillman show) because it only spreads the product around more. WWFe does not really care if Al Snow or Jerry Lawler are wrestling indy cards but they draw the line for Upper Mid carders from Brock to Rock.

I think the WWF allows Lawler to wrestle on the indy circuit primarily because Lawler is not actively wrestling on WWF tv.  He is just a broadcaster.  So it really doesn't matter whether he wrestles and/or makes appearances on the indy circuit.  WWF would not allow Lawler to make those appearances if he were an active wrestler on the roster.
