If Vince was desperate for Factions to increase ratings he could have re-invented a new Horsemen elite,  introduced a Canadian Quartet, brought in a different Flock and gave a new DX and Nation a run that stuff in 1998 was classic.

Factions only work when theres good reason for the faction not when they show up for a month break up add someone everyone hates ands someone 9/10 hate after someone gets hurt combing their hair now adding Flair at least had build up and I love Flair no matter what however with Scott Hall gone theres no reason for the nWo maybe Flair can help it evolve into something that makes sense but in this WWEgh its unlikely that would happen

Hey, this isn't Math class, LOL.

 

Anyway, factions work only when they sound like something that's going to be interesting and something never done before in order to make more impact in their formation.  If it's some dumb faction without enough drawing heat for the fans to be interested in it(see DOA and Los Baricuas) or a faction being reformed for the 100th time that won't work like it did the first time(nWo, the exception being DX, which was still successful in its 2nd run with HHH as the leader of it after HBK had to retire), it won't gain enough ratings for that promotion and the creative team, good or bad, will run out of ideas for that faction to do because of it and it'll just be a waste of an angle.  Fans would also lose interest in the promotion as they would know they're seeing the same faction(according to how major in storylines it is) they did, say, maybe 1 or 2 years ago, and want something new in order for the promotion to keep its fans watching.

 

However, in order for a certain wrestler deserving of a main-event push to get to main-event status easier, it's better for him to move on than keep a faction with him all the way from mid-card status to main-event status, otherwise, he won't be able to become a breakout star and will just have the same stale character.

Just kill the NWO.  It didn't work in February, now that Nash and Hall are out, just get rid of it completely and take TBS, Flair and three others with talent and reform the Four Horsemen.  Now that's a heel unit that would work.

Seems to me that factions work ok when they slowly form.  They just can't do that "POOF the DOA is FORMED!" shit.  Or when natural alliances and friendships get called out like with DX and Bret Hart.  Hart calls them the degenerates and they simply adopt it and become DX.  Or with NWO, Nash and Hall molesting WCW announcers and crap eventually evolving into the NWO.

well since there appears to be some openings in World Wrestling Sports Entertainment land, why not bring in some Luchadores?  La Parka could be Hardcore champ, he does not need to talk to be funny in that division.  Bring in Dr Wagner Jr & Black Tiger 3 to give Eddie & RVD some competition for in some tag matches.  They could be a stable but it does not matter, I still think these Luchadores could be a way to get Eddie Guerrero out of the lame Latino Heat gimmick, and into a more rudo personality.
