Then they could have had WMXXI seem important for two reasons. One, Orton finally getting his shot against HHH one on one, and two...WMXXI is just a few days before his birthday. They could have been like "Can Orton become the youngest champ ever, just days before his birthday!!?".

Because a show with this little wrestling on it, even in this day and age, doesn't happen all of the time...especially for a show not right before a PPV or whatever. I doubt we'll even hit a half hour of in ring action. WTF, HHH/Orton ALREADY~!!!!!???? My God, they should have held that one off totally, untill WMXXI.
