I was just watching WW3 from '97, and during the entrances Harlem Heat and the Steiners come out right after each other. When Booker goes past the camera, you then see Rick and Dibiase, and behind them you can see Scott toss a wad of gum at Booker's head.

Basically yes. He had come off as the heel in the promos leading up to it, and he acted a bit heelish in the ring, though he did shake hogans hand afterwards. But he was really INTENSE~ in doing it, no matter what the alignment.
