He simply doesn't have enough strong challengers on Raw. The most of the names you mention have already been soundly beaten by Triple H or are well past their prime. I'm quite surprised by how good the new Placebo album is. Also, the new Graham Coxon album, "Love Travels At Illegal Speeds", is also very good. It's the perfect companion piece to "Happiness in Magazines". Full of good quality pop nuggets.
