3:07 P.M. - BATON ROUGE, La. (AP) -- U.S. Sen. David Vitter said FEMA's efforts to deal with the hurricane have been completely ineffective, and he called the federal government's response a failure. "I think FEMA has been completely dysfunctional and is completely overwhelmed, and I don't know why. This situation was utterly predictable," said Vitter, R-Metairie. "It seems like there was no coherent plan, which I don't understand because this precise scenario has been predicted for 20 years," he said.

I take back what I said about the mayor being inept. It sounds like he's as pissed as we all were and there was just nothing he could do about it. If it wasn't for this interview, maybe the food still wouldn't have got to the Convention Center. "I don't want anybody to do any more goddamn press conferences. Don't do another press conference until the resources are in this city. And then come down to the city. Don't tell me 40,000 people are coming here! They're not here! Now get off your asses and do something!"

Wonderful news. Remember that report earlier that the mayor was letting people from the Convention Center walk to the West Bank to "find whatever relief they could find". Well the West Bank is where I happen to live and didn't get much flooding so the area there is for the most part okay. That is until the rapists/looters/trash from the Convention Center walked to the West Bank and started burning buildings (our mall is apparently burned down), looting and destroying houses, taking over cars and hospitals, and causing another warzone in Jefferson Parish. Yep, the NO mayor is a genius and not inept at all.

Everyone put it on MSNBC sometime. They were talking to the people in the convention center. Just horrible. They'll probably replay it. Dad saying that he didn't have anything to feed his baby for 2-3 days, so he had to break into a store to get milk. Some of the people were passing out from dehydration or looked like they were on the verge of passing out. Chants for help. People crying and screaming that they're sorry for not leaving, wishing they would have left. Others saying that they went where the police told them to go and have been waiting for buses for 2 days. The death toll is going to be a lot higher if they don't find a way to get food and water to all of those people. I read somewhere that over 100 died from dehydration so far. Just think what it'll be if they're still there for a few more days. Oh, and this just in, the Astrodome has closed its doors and aren't accepting any more buses.

4:15 P.M. - (AP): Police say storm victims are being raped and beaten inside the New Orleans Convention Center. About 15,200 people who had taken shelter at the convention center to await buses grew increasingly hostile. Police Chief Eddie Compass says he sent in 88 officers to quell the situation at the building, but they were quickly beaten back by an angry mob. Compass says, "We have individuals who are getting raped, we have individuals who are getting beaten." He says tourists are walking in that direction and they are getting preyed upon. In hopes of defusing the unrest at the convention center, Mayor Ray Nagin gave the refugees permission to march across a bridge to the city's unflooded west bank for whatever relief they can find. But the bedlam appeared to make leaving difficult.

Mayor Nagin: "We know there is a significant number of dead bodies in the water," and others dead in attics, Mayor Ray Nagin said. Asked how many, he said: "Minimum, hundreds. Most likely, thousands." WWL: Roving bands of looters are breaking into stores in Carrollton area to get food and supplies. They've also stolen guns and armed themselves. The 23,000 people in the Superdome are being evacuated to the Houston Astrodome.

I don't know, it's not even finished flowing in yet. Before the levee breach, there was talk about schools reopening sometime in December and letting us back home possibly in a month. But now it could be another month. I also saw aerial footage of my college (UNO) underwater yesterday. So much for this semester.

Mayor says the sandbags never even made it to the levee breach. Too many chiefs and not enough indians. Water is expected to keep rising in NO until it reaches the level of the lake.
