If Sting dioesn't come back again he will have gone out on top. Plus he NEVER lost popularity from day one.
Sting, Foley are the only ones I think. Hogan still might and so might Taker.
I can only think of one guy who retired while being the top guy in the company AND still be in his prime: Rick Rude.

World Tour 1992 features a ~SWANK~ Randy Savage vs Shawn Michaels match(their only ever one on one match) which has HBK destroying Savage's knee(which he was STILL selling from WM8).
On Macho Madness there are 2 excellent Savage/DiBiase matches which blow WM4 out of the water.
