Cena/Regal would be off the charts. Regal has this weird aura of being able to be a complete buffoon... comedy character for a few months, then come straight back into playing this great grizzled veteran bad ass character.

I'd compare Vick to Vince Carter in a lot of ways. Both guys know what they should be doing, and can take over a game... but for whatever reason... they do not have the mental capacity to do so on a consistent basis.
