If there are fake registrations being turned in (for whatever reason), isn't it the county clerk/secretary of state's responsibility to make sure that these people aren't able to vote? When minors purchase alcohol, businesses are the ones that get in trouble (losing liquor licenses, etc.). Is that a fair comparison?
