Outside of a 2 hour reign last October, he hasn't held a world title since 2005. In reality, that's a long time for someone who is among the top guys in the company.

He won't like having ad's for another PPV show during his own PPV and not getting anything for it.

He is a former MTV star, that shouldn't surprise you that he has some sense of a fanbase. That fanbase doesn't exactly extend to pro wrestling, though. -
They need to have someone dragging him out against his will.
-
You can have someone else win the Rumble without doing that.

Benjamin won the IC title off Jericho via the fans voting. The idea was to convince fans the voting meant something since it was the first match of the first PPV. I don't know if they planned a title change regardless of who won the voting but if my memory serves, it was a bunch of junk names like Maven, Lance Cade amongst others and Benjamin who obviously stood out. -
Have MVP lose by count-out or DQ and to avoid a contract hold-out, Vicki enters him in the Rumble. They want Foley for his pop. He'd more likely beat up Cody Rhodes or the already injured Jamie Noble. JBL-Jericho shouldn't be worried about the Rumble. Just let them beat the hell out of each other.

UT, Batista and HHH are the lock'd choices.
-
Don't forget about Hawkins and Ryder. It'd make perfect sense that Vickie gives them spots to prevent UT/Punk from winning as well as protecting Chavo, should he be involved in the match. The other spots would be filled by the apparent return of TBS, a comedy entrant ala Honky Tonk Man. That pretty much leaves a spot open for a JTTS act like Haas or maybe the newly debuted Kofi Kingston. If MVP also gets a spot in the Rumble, might have to consider Matt returning.

What about Flair-HHH? It's win-win. They always bust out a good match, HHH will heel the fuck outta that match because everyone will be on Flair's side, he goes over someone who has nothing to lose. Flair's not really capable of putting someone over like it matters anymore. HHH gets screwed on two occasions, turns heel as he should be. Do Orton-Batista which has a natural story behind it since Edge-UT is the real main event and it'll close the show anyways. To me, with the addition of Shawn-Rey (the only big match Shawn has left outside of Punk), Punk-Benjamin, Matt-MVP, and even though I'm against the match at this point, a MITB match makes for the best possible and realistic card. I could see HHH going for it. The chance to be the last opponent against Flair at WM in front of 70k people and not worrying about his title match being overshadowed? -

Why do people think he's winning the Rumble? Winning at EC is the more plausible route for him, anyways. -
They said this was Shawn's 11th Rumble. So, he ties with Jacobs.
-
They have made more effort to put over #27.

You should consider that Knobs and Hogan are close friends before you ask, also don't forget Knobs was another member of the Jimmy Hart group. I still don't get why Sags didn't appear in the match (which was the opposite in 1992). 1991 had a bunch of guys lasting 20+ minutes (Martel, Valentine, Douglas, Hart, Hercules, Santana, Bulldog, Earthquake, Hogan). Which was interesting. They wanted the Rumble to tease interaction between the two and get the ball rolling for WM. This was before the notion of the winner getting a shot at the champion. Warrior was the upstart, having him win the Rumble would give him too much momentum. Hogan needed to win the Rumble to show he's the top guy thus making it a bigger deal that the "torch" was passed at WM (which it really wasn't).

I would imagine the funeral is going to be in Australia. Will they fly over? Planes aren't god's creation. God hates planes, why you think he crashes so many of them?
-
You can take Chavo out, he wouldn't make much of a difference in the Rumble. They'll probably just end up doing Punk-Chavo V instead. Regardless, there are still 6 spots left.
-
Yuna and Exslade should meet up.
-
Wait until they find out he wore alot of makeup for the Joker.

What if Angle just appears at the UFC PPV which will have a massive audience and they do a interview with him during the show. Angle has credibility to that crowd and maybe they get a couple extra hundred viewers for the next Impact tapings. WWE has done this (giving air time to another product, be it a movie or tv show) many times.

While it doesn't technically apply, I'm still stunned they never had Chavo and Vicki do an on-screen physical relationship.
