My pick would have to be Brian Pillman's big up your's to the smart mark ECW fans in February 1996.  "Sma-a-a-rt maaaark...what's a smart mark?  A mark with a high IQ?!"  (My user name on the last Smarkboard).  Classic stuff, got him over as a heel big time as he found a way to make fans genuinely hate him.

My favourite promo is between Cactus Jack's "He's Hardcore" promo or Ric Flairs promo on the last ever Nitro

 

"Did I, Did I, WHOOOOOO! Did I happen to here Vince McMahon say he was going

to hold WCW in the palm.. of.. his... hand! Is that what he said ? Does that

mean that you are going to hold Jack Brisco, Dory Funk, Harley Race, the

Road Warriors, Sting, Luger, The Steiners, Ric Flair, Steamboat, does that

mean that you're gonna hold us all in the palm of your hand. To coin a

phrase, I DON'T THINK SO. You know, at 12 o'clock today, someone very

special to me said 'Don't go out on that show tonight knowing it's the very

last time that you'll ever be on TNT or TBS." She said to me, "Don't go out

there and cry. Don't go out there and say you're sorry," because I'm NOT.

I've been FOURTEEN TIMES (Crowd: "WHOOOOOOO!") THE WORLD CHAMPION, for the

greatest WRESTLING organization in the WORLD, WCW. We, I'm talking about the

Stings, the Steamboats, the Steiners, the Road Warriors, I'm talking about

my best friend Arn Anderson and the Four Horseman ("WHOOO!") We have been on

a par, and we have been equal to any wrestling organization in the WORLD. As

a matter of fact, we have run neck and neck with you, Vince McMahon, for

YEARS. And just for trivia Vince McMahon, did you know that in 1981 when you

greatest wrestling company of all time. I"m gonna say it again, You can't

control us OR our future. And in closing, let me say this... In all my years

in this sport, my greatest opponent in this company has been STING. So

tonight, if we're going out, if we're going out on a high-note, Stinger, The

Nature Boy wants you right here in the middle of the ring (HUGE POP) because

I think Ric Flair's promo after he won the WWF Title in the 1992 WWF Royal Rumble!!!That was just awesome,it was like an acceptance speech!!!

I don't know if I consider this promo the best ever or not, but it definitely deserves a mention and is without a doubt in my top five. It didn't happen very long ago, so I think you'll know what I'm talking about.

 

From CRZ's transcript of WWF Smackdown 01/17/02:

 

Cut that music! Cut the damn music NOW!! How dare you, Rock. How dare you disrespect me, Rock! I AM THE UNDISPUTED CHAMPION - I AM THE MAN YOU WILL BE FACING THIS SUNDAY AT THE ROYAL RUMBLE AND YOU HAVE NOT EVEN MENTIONED MY NAME ONE TIME! On top of that, everybody's talking about facing you at WrestleMania as if it's some kind of a foregone conclusion that you're gonna beat me this Sunday - as if I'm some kind of a fluke champion, or a transitional champion, but they can all go to hell if they thing that! If you watch some of Foley's promos from ECW and Japan the guy was a genius. But my favorite promo of all time was Foley teeling HHH the only way they could settle their feud was ....Hell in a Cell!!!

some of my favorite promos:

 

1.) Cactus Jack after Wrestlemania XIV when he retired. I felt he definitely got his point across on how disappointed he was with the fans, and it was very moving.

 

2.)Jericho's Debut in the WWF.  Perhaps the best debut of any wrestler i've ever seen.

 

3.)Paul Heyman befor Survivor Series. IMO, if they built the invasion on this promo, no McMahons (or at least no Stephanie) then we'd probably would have seen (Schivane mode) the greatest angle in the history of our sport (Schivane mode off).

Jericho's debut when the Rock was delivering a promo was hair raising.  I knew when that countdown hit that it would be Jericho for some reason and when his name flashed on the Titantron, the fans went nuts, and it was a wicked 10 minutes of WWF programming.

I'd have to go with Foley's promo on SmackDown the week before No Way Out 2000.  He also did a promo on Sunday Night Heat before the 2000 Rumble which does not get enough credit.

The last two were especially good in watching with a bunch of old-school marks who have to cheer for the good guy and had no clue about NWA/WCW. Their reactions just added to the greatness

Dusty Rhodes promo about how the LOD tried to blind him with the spike before Starrcade 88.  It's the I'm still breathing one and that thing was so emotional, you can't forget about it.

One of my favorite promos was Austin in ECW.  He climbed up a ladder, and said, "I never got to climb to the top of WCW like this."  ....  "As I look down (on the Sandamn, Mikey,(I think) and Woman) I see 2 jabronies and about a $5 piece of ass.  Don't get all pissed off at me honey because you're the one who married a midget not me.  If I had a paper abg clothespin for my nose I might just give you a drive."  

My quotes are mostly accurate, either way you get the idea.  Austin then grabbed Woman over his shoulder and took her to the back kicking and scraming.

 

I love this promo and just about everything Austin did in 97.  His best all a around year as a performer, IMO.

Anyone remember when Foley told off Rock after he thought he threw out his book?  Now THAT was a good promo, too bad it really didn't lead anywhere.

Foley got pretty hot during that interview and he certainly made it look as real as possible.  Foley also had a great one where he threatened to fire HHH because he was not bigger than the WWF.  I don't remember much more than that except that Foley was in some kind of cage or storage room for his office.

The best promo I ever saw on a non-WWF, WCW, or ECW show was on an indy show in 1990.  Cactus Jack was wrestling Preston Steele in the co-main.  This was four months after his first NWA/WCW run ended, so he grabbed the mic and said, "I know it's been a few months since I've been on TV, but I'd appreciate it if you wouldn't make any comments about how big my ass has gotten lately."  The entire building was rolling.
