My choice would have to be Zero or Bass, just because their designs look so good, and their moves are pretty cool too. Shame Capcom never made Protoman a playable character.

I always thought Shadow Man was kind of a bad ass, as far as bosses go, with that huge ninja star and everything.  

 

I gotta take Protoman over Zero, though - the bandanna, the whistle...he's just got more personality than "I'm A Badass Until I Become a Playable Character" Zero.
