It should be animated.  I think it would be hard to convey the land of Hyrule in a live action movie.

That said, if they had to make it live, I'd pick Elijah Wood.

I'd like to see them film the gameplay of the original NES version and just dub over some voices.

You're on the right path with Elijah Wood, but it shouldn't be him.  It SHOULD be Orlando Bloom, the guy who played Legolas... just look at him in those green tights... IT WORKS!
