Greatest wrestler never to hold a world title

By the time Windham won the NWA title, it was worthless.  He had the same title that Rude held.  Not a world title.

   Tully Blanchard.

 

  As hated a heel as there was in the mid/late 80's.They could have sandwiched a short title run for him in there bewteen the Flair's and Rhodes'.
