You have to be touching the rope or have your hand in the strap when you make a tag in order for it to be legal. When your on the apron you should have your hand on the tag strap at all times. This is to ensure that a man doesn't leave his corner or reaches out across the ropes or whatever to make a tag, he has to be in the corner. However, the rules involved are never inforced anymore and hardly ever were. Their main purpose is to be used by heels to choke out the faces when the ref is not looking.
