Hell, Ivan the Terrible got his kicks throwing puppies out of the towers in the Kremlin and splattering them along the sidewalk. Stuff like this shows the lack of a fundamental respect for life in general. I say send him to a state mental hospital for a couple of months to a year at least. Some dogs'll go nuts over that. And if the dog does bite the person, even if there's no serious harm, there will be people saying they should be put down.
