Are there any ways to play import PS2 games?

I got one or two import games on my PS2 for Xmas, problem is I can't play them and I don't want to have an internal chip put in.

 

Are there any external mod chips that could be found for the PS2? Ive heard told you can use an action replay since it can play CDRs.

There is a thing that my friend bought for his PS2. It plugged into the USB port (maybe he had to soder 1 wire, but it wasn't hard to do at all)

 

And he could play burns/imports. I forget what it's called. I'll try and look it up for you though.
