Some advice if you please

Ok, here's the deal...

 

You know how when you shut your computer down, it'll go to that "It is now safe to turn off your computer" screen? My computer doesn't do that.

 

When you shut it down, it just shows like...bleh. Just a scramble of somewhat orangey color. It doesn't really seem to affect anything, but it's kind of annoying.

 

Now, I seem to recall a friend of mine had his PC set up in a certain way so that when his computer was shutting down, it'd display an image he had chosen, instead of the traditional stuff.

 

Does anyone here know how to change that kind of thing? I'd be perfectly happy to just make it do what it did originally, but anything would be better then this mess of stuff, when I don't really know if it IS safe to turn the computer off or not.

Here. Note that the file has to be something like 16 colors and 320 x 240 size.
