What software do I need to create video packages?

I'm just currious, as I am now interested in doing this type of thing, much like something you'd see on TV or the such. I want something that will allow me to take video, add effects to it like slow motion, etc... I want something which will give me different "tracks" where I can put music behind video, without the sound of the video playing, and other type things. I guess it would be something like what WWE uses to put together their video packages. Anyone got any ideas?
