As far as hamming it up, yes. But he actually manages some manace in B:TAS. Then when he teamed with harley Quinn, the quality really shot up.

Criminals are a cowardly, superstious bunch and so they created a "boogie-man" for themselves. These views are backed up by the Gotham media and lunatics in an insane asylum. Personally, I think the whole thing is just a way to get tourists to come to the crime infected city. Some people think it's a joke from Chicago. Disfigured lunatics, eco-terrorists, masters of fear, mob bosses, and serial killers are the only things odd about Gotham. But a guy in a giant bat-suit? Come on...

I have the "Tales From the Demon" TPB, it's a collection of the first appearances of Talia and Ra's from "Into the Den of the Death Dealers" where Batman brings down Dominic Daark once and for all, till "Requiem for a Martyr" where Ra's apparantly dies and Talia and Bats get to ride off into the sunset.
