Why exactly did they book Hogan-Vince for WM?

Of course Hogan's going over. They had a dispute earlier that put Hogan off, and it was over the booking of this eventual match, plus he lost to Rock again.

It has the potential to be a good match, but I'm not counting on it. Especially if it's Hogan's final match, wouldn't he want to go all out and finish his career on a high note by putting on a good match at the biggest show of the year?
