Didn't I say VERY EARLY TEST? No, that's not gonna be in the final film. But it gives you an idea of where it's headed. It's not a halloween mask, it's from Harlow FX company. They also did FX for AI, Planet of the Apes, Matrix, Grinch, X-Men and a bunch of other crap. Hopefully it's more of a test of how to get a mask to work on Nicholas Cage's head more than how it will look.

I would like to hope that the movie makers are not dumb enough to try and put anything but fire around Ghost Rider's head.

 

I would assume that Zack is right - as this is just an early test, the hair is there just to kind of illustrate what the fire will look like, because they can't very well set fire to the man's head.
