Do you know what a 'Dusty Finish' is?

Yes and I figured someone would bring this up and yes I know the classic "Dusty Finish" is where the first ref gets knocked out and the heel takes advantange of by cheating and a 2nd ref comes in and makes the count. I'm just using "dusty" as a universal term for matches that don't end clean rather than saying "Wrestler A is 6-5 in matches where there was a foreign object used or a run in or a ref bump or etc, etc." Just makes things a little easier.

At least he won a match and I think Tommy Dreamer deserves a push just for being the only guy willing to job to Stasiak.

I think at the time this happened was when they were using him as a brief tag partner for Lesnar in the whole "You stand on the apron while Brock does the work". So Ig uess they were just attempting to get him over slightly to do that.
