TENCHI MUYO OAV 3?!?!

Ok . . . I'm a huge Tenchi mark. Or at least the first 13 episodes. Tenchi in Tokyo was good and I enjoyed the movies, too.

 

And I just saw reports about the third OAV. Is it already out? Is it still being made? Is it translated yet? Can I buy a version I don't have to know Japanese to understand? SOMEBODY HELP ME!
