I think Meltzer's point was more of "Vince sees something and thinks it should be over, not wondering why it ISN'T over", ESPECIALLY in the case of Billy Gunn.  You'd think that a 6'5" guy who was a part of one of the most popular stables of all times and a member of one of the most popular tag teams of all time would be over, but he isn't.  As Edge would say, it proves that "hanging out with cool people doesn't make YOU cool."
