No matter what they say, that title does NOT share lineage with the WCW/NWA title. But I'll stop right there before Choken One reminds me that arguing lineage is pointless.

But that title was called "The World Heavyweight Championship" all the time as well, so maybe they mean that lineage, not the Kliq Only lineage of the current belt.

I would argue that the WHC DOES share lineage with the WCW strap, but that the WCW Title never shared any lineage with the NWA Championship in the first place, and was simply created in 1991. Though I can also see the argument that the WHC only dates back to September.
