I think Jerry Drake was talking about the big 3 (WWF, WCW, ECW).  If you include other regional promotions, then I'd say Lawler as well.  The guy was at my last count USWA champ 27 times.  And you talk about the clique putting themselves over too much!

If we're sticking to the Big Three, then Flair's almost definitely higher than Booker T.  Between 16 and 22 World Titles (depending on your interpretation...another thread for another time) plus five US titles and two or three NWA tag titles...that's at least 25 and possibly into the 30s.

 

If we're including regionals, Lawler also held the AWA Southern Heavyweight Title (pre-USWA) at least 20 or 30 times as well.  Sometimes the AWA recognized it and sometimes they didn't, but it was in existence until the USWA name was used.

Counting only WWF title reigns, Crash has the most, as was said earlier, with 18 reigns.  15 Hardcore, and one apiece of the Tag Title, Euro title, and LHW title.

So Raven has held more titles than Crash

Like I said, I was counting only WWF title reigns.  Counting all of the big 3, Flair, among others, has more than Crash.

Yeah, it's a very loose interpretation of being in the "big 3." Valentine held a title everywhere he went and he eventually hit a pretty good portion of the territories.
