what is "Homeschool Winner" from?

He’s the kind of Homestar-looking character (the one with a blue shirt with and an overbite) standing in the first background (spotlight) in the Dancin' Bubs game. They showed his name on one of the cards at www.homestarrunner.com/cards.swf, but that’s been taken down. I think those are the only times he's ever appeared, but again I was voting based only on his name.
