Because sometimes writers (designers, etc) don't see the sexual aspect to the things they write. I recall reading a passage one time that went, "They each took a puff, and passed the BUTT from mouth to mouth." The passage was talking about a group of men sharing a cigarette; if one's thinking in sexual capacity it sounds quite sick. Probably the original intention of the shirts were to make the APA look tough; as in they were always beating someone up. At least it wasn't "Always surfing BUTT."
