Could the rock be the new leader...

Would a heel Rock being the leader of the NWO work in the WWF?  Having the NWO in both Smackdown and Raw would help make the group into what it was intended to be, and to me the Rock turning on Hogan and becoming the new leader would work as he does have good mic skills, instant heat as he turned on his childhood icon, and Rock has been a good heel before (at least he's due for a heel turn).  What do you all think or how would you suggest it go down?

Rock will be gone promoting Scorpion King for a while...then takes off several months to film a new movie.

I think HHH (sorry bps) or HBK make the most sense to lead nWo. They have the obvious Kliq ties and both are better as heels.  HHH needs a heel turn which will be forced by Hogan's babyface heat anyway, so I think we'll see HHH going nWo at Backlash.
