Pro-wrestling is a tricky business to judge because those who find most success are those who receive the pushes from the promoters. Main-event longevity, cultural impact, and in-ring talent must surely be taken into consideration in an effort to decide who is 'best'. For longevity I'd go: 1--Lou Thesz 2--Bruno Sammartino 3--Hulk Hogan 4--Ric Flair For cultural impact: 1--Hulk Hogan 2--Steve Austin 3--The Rock 4--Goldberg For in-ring talent: 1--Shawn Michaels 2--Ric Flair 3--Ricky Steamboat 4--Bret Hart On a combination of these, I'd unfortunately have to say Hulk Hogan is the 'best' wrestler of all-time, probably followed by Ric Flair.
