For those of you unaware of the concept, the DIPS theory states that pitchers have virtually no control over balls hit in play. Guest Report post Posted April 27, 2004 Technically, without even looking at the article, pitchers don't. If a pitcher throws a sinker and someone gets under it, it will be a pop-up. If they get on top of it the ball will be pounded into the ground. Share this post Link to post Share on other sites
