A question about flair's turn

I was wondering about the recent Flair turn. Who was behind it? Did Flair even want to go heel? I have heard Flair prefers to play heel and really enjoys it. Did Flair come up with it? Did someone else lobby for it? Maybe Austin. We all know Austin didn't want anything to do with the nwo and Raw lacks heel power, so was Austin behind it? I was just wondering because it seems like this turn may end up being a mistake in the big scheme of things.
