Paypal problem- Sending limit exeeded?

I tried to make a payment of $3.50 via paypal and I got this message

 

"This transaction exceeds your Sending Limit. Please complete your enrolment in the Verification Programme. You will then be allowed to send more money."

 

The hell? I should have a limit of $500 and I've never used paypal to pay for anything. Anybody know whats up with this?

It might be a phishing scam.
