I'm just wondering what PAL converted tapes are like. Whats the difference from a regular NTSC tape

Do you mean converted to PAL or converted from PAL?

There are fluctuations caused by differing electric frequencies and a different rate of frames per second. This causes occasional jumps.

There are no problems with a tape converted using a world standard vcr. You will only get a jumpy pic by converting on a computer without de-interlacing frames etc. and changing the fields and frame rate correctly. Basically, done right, they should be same as a normal copy.
