I remember reading something about this around 1995 in one of those magazines that covered all wrestling fed's.In the section where they showed house show results I remember reading about one in Quebec where the Quebecers had a tag match.They lost the match and afterwards Pierre attcked Jacques turning him face.The next night there was a house show in Quebec again and Jacques and Pierre had a match which Jacques won,and that would be his last match.

Jacques surprisingly (sarcasm) unretired and came back to WWF & WCW for a little while.

I'm pretty certain that when the Quebecers dropped the tag titles to the Headshrinkers in mid 1994, Jacques and Pierre got into a bit of an altercation (worked of course) after a miscommunication. I guess they wanted Jacques to "retire" as a babyface as abrupt face turns prior to retirement are common (ex. Andre the Giant, Dino Bravo, Giant Gonzalez)

I was at the two house shows in Montreal...here's what happened:

 

June 1994 - Tag Title match: Quebecers lose to the Headshrinkers. Afterwards Pierre turns on Jacques and beats him up (Only in Quebec would the audience care)

 

Then, Jacques Rougeau announced his retirement and that he would face Pierre Carl Ouellette in his final match when the WWF would come back to the Montreal Forum in October

 

October 1994 - Jacques beats Pierre in the main event ("We Are The Champions" by Queen plays as says to goodbye to his fans)

 

Two years later, he's an Amazing French Canadian in WCW...

Rougeauwas always a Face in Quebec, even when he was "The Mountie" and being the evil canadian, we'd get insert interviews on Calvacade (The canadian version of "Wrestling Challenge") to make him look like a good guy when they were coming through

Yeah, this was a Quebec-only angle. I was hanging around Montreal that year, so I got to see all the promos & stuff on TV, but I didn't get to attend either house show. They showed footage of Pierre and Johnny Polo (aka Raven) attacking Jacques, then Ray Rougeau (who was working as a French commentator/interviewer-type dude) ran in for the save, wearing a suit.

 

Then they had the big blowoff match in October, with Ray in Jacques' corner, and Polo in Pierre's. I believe Levy's contract was up by then, but he stuck around to finish off this angle.

 

A few months after this, Jacques & Vince McMahon had a bit of a falling out. Basically, Vince had promised Jacques that he was going to promote some kind of WWF supercard at the Olympic Stadium to help benefit the Montreal Children's Hospital. Vince eventually backed out (probably because the company had like, no money at the time), and Jacques held a press conference bashing him, and he left the company.

Bravo turned face after he was taken off WWF tv in mid 1991. He feuded with Jacques Rougeau and a few other lower midcarders before his retirement in December 1992.

Let's not forget the Ted Dibiase face turn in WCW before he retired for good.
