I think the majority of people either agree with Bush's decisions from the get-go or almost immediately call bullshit no matter what. Since 9/11 it seems like there hasn't been much of an inbetween where people take the time to deeply contemplate an issue. This is referring to the average citizen, of course. It's really an acquired taste sort of thing. People I've talked to either loved it or just didn't get why others thought it was funny. Guess you just gotta like the sort of deadpan, of-the-wall shit offered in the film.

<--- obv. loves the movie Seriously, I shill this movie to everybody I know. It is hands down one of the funniest, and downright oddest movies I've ever seen. There are too many quotable lines in it to even count. "Napoleon, don't be jealous just because I've been chatting online with hot babes all day." DH, you watched past the credits didn't you?
