You're misinterpreting the graph, I think. The "Democrats" line represents the trends in income growth under Democratic presidents for the various percentiles and vice versa. What the graph shows is that every income group has grown substantially under Democratic presidencies, while only the higher income groups have grown significantly under Republican presidencies (over the past 50 yrs). High income groups have done just as well under Democrats, but the lower income groups don't fare as well under Republicans.
