I think it adds a bit of old-school flavour to the International Title. Back in the day, Falls Count Anywhere was the big death stip, and since the INT has been defended almost exclusively in wrestling-based matches, barring Russell Crowe's Favorite Match and the cage match, this helps enhance the mystique of the belt, per se. Or maybe Coyote just wants to go hardcore.
