Wasn't Tim White, Earl Hefner Morella, in fact he isn't a WWE Ref anymore.

TAKA Michinoku was the first Light-Heavyweight Champion recognised by the WWF.

 

so...as JHawk said, its probably Ohtani, when the title was part of the J Crown

Correct! The right answer is Shinjiro Ohtani, who was forced to vacate the WWF LH title, thus breaking up the J-Crown.

 

Err...OK, going slightly old-school for the next one:
