One would think he'd learn from other business ventures (WBF, XFL), but hasn't (WWE films). One would think he's learn that Billy Gunn just doesn't have "it" (see BG pushes up until now). One would think that he'd see that nobody wants Steph on TV. One would think he'd try to only give megapushes to wrestlers that are over (Mabel, Show, Lesnar) So I think we can conclude he's either stubborn or senile.

If he's that senile, I'd imagine it's basically Steph and HHH shoving stuff in front of his face, and he rubber-stamps it while a giant-breasted nurse wipes drool from the corners of his mouth.
