I wouldn't consider him the last Euro title holder ever nor would I consider Triple H the last IC champion even though he will beat Kane just because the win symbolizes the destruction of the title.

Hardcore wasn't around then I don't think,and besides the nature and booking of the title would render the whole thing meaningless if it were to be included.

If anything I think it's cooler if you include Hardcore title and not tag titles since the tag titles is you with a partner instead of just winning it by yourself. So it's like you get it by winning all the singles titles.

Including the tag titles shows their versatility as a wrestler,I guess. Nah,technically the tag titles are a World championship...the peak of tag team wrestling. The fact that it's a world title is supposed to be more appealing.
