He could follow the other ex-WWE superstars. However, the smart thing for Test to do if he wants to stay in the WWE is just do whatever Vince and company say.

If being a Heatless Internet Wonderboy means he should get special treatment, then half the roster deserves the same.

Now it's rumored that Jeff Hardy and Test are both about to get the boot. All the NWA needs is Chyna and Billy Gunn and they've pretty much got the WWE midcard in 1999. That's just making an excuse for him and still doesn't explain why he should get a free ride. He can be angry all he wants, but he's still a WWE employee at the end of the day. And if he can't show any sort of promise despite a feud that happened over a year ago, then he's not worth the effort of pushing, point blank.
