Jimmy Snuka (he held the ECW title but whatever) 9. Scott Hall 10. Brooklyn Brawler (there's still hope) I really think that a world title would boost the "Mr. Perfect" gimmick to a whole new level. Tully Blanchard. As hated a heel as there was in the mid/late 80's.They could have sandwiched a short title run for him in there bewteen the Flair's and Rhodes'.
