No, and that's a myth anyway. Two things have contributed to the perpetuation of that myth. (1) People start shaving during puberty when hair is naturally starting to thicken and will continue to do so regardless of being shaved, and (2) when a hair follicle starts to grow its base is slightly thicker than when its longer and that gives the appearance of it growing in thicker.
