It's been established somewhat, has been used as a finisher before (Ultimo Dragon, for one), easier to use as a counter, and actually fits into Taker's matches better technically since he attacks the head/neck area a lot more than he does the arm. Not saying it CAN'T be done, but most matches last what? 5 minutes at least to about 7. So it's not really the WWE logic, just WWE not booking long enough matches.
