When all is said and done, Vince made all of them. If you mean "Which feud made these men stars?", I would say the following:  

 

Austin: The feuds w/ Bret and Owen.

Bret: Mr. Perfect (his IC title match w/Hennig was the first time I ever saw him as anything but a tag team wrestler)

Rocky: Austin (I still smile everytime I think of that "best #### IC champion there ever was" promo)

HHH: Foley

Foley: Himself (between the "3 faces of foley interview", his book, and his obvious masochism, he got over through sheer force of will)

Michaels: I don't feel qualified to answer this one, since I was out of wrestling for almost the entirety of his career (I got back into it weeks before Montreal).
