In the WWE eyes the Super J Crown of 9 belts never existed right.

 

A quick way to get him over would be put Ultimo Dragon as a technico vs the rudo Los Guerreros.

raza, an even easier way. Do the video package thing, ala Rey Mysterio, then do an interview where Rey Rey puts him over to the other Cruisers as the most dangerous guy he's ever faced.
